Shift to inclusion

We look forward to welcoming you to the 15th Annual International Symposium of the Faculty for Homeless and Inclusion Health for two days of discussion and debate, shared learning and solidarity.

Since we met last year the UK Government has published an array of new policy, most notably its Ten Year Plan for the NHS (with its ’three shifts’ and neighbourhood health services) and a new ’National Plan to End Homelessness’. Within the NHS there is a flurry of activity trying to define the new ’neighbourhood health services’ while the bureaucratic, finance layers struggle through another re-organisation: Labour’s casual abolition of NHS England and huge cuts to commissioning organisations, both announced during our conference last year.

Meanwhile, and buffeted by international events, the Government is trying to ‘focus on delivery’ but, from our frontline colleagues, we hear of cuts to services, rising rates of homelessness, rising levels of need and the continued structural exclusion of too many people. What chance a fourth shift: to the radical inclusion of the most marginalised and excluded?
