Mark started with Oxfordshire Probation Service as a housing specialist, and then worked for 12 years at Stonham Housing Association, latterly responsible for policy development and financial analysis. In 1997 he became a freelance consultant before founding his own company, HGO Consultancy, in 2003. He played a major role in the establishment of the Supporting People regime and subsequently developed a nationally recognised expertise in this area, working at a strategic level for a number of local authorities. He has also worked in the fields of adult social care, criminal justice and the refugee sector. He has developed analytical skills, and has significant experience of financial and non-financial modelling. He developed the only recognised and widely used framework for estimating the need for Supporting People-style services across the full range of client groups. He has taken this further in work done recently for the NHF.
